Can I change the color/otherwise modify the Action Bar?


There is no way to modify the Action Bar in the default UI setup, however, there may be custom UI's developed by players that may allow this. Please be aware that Blizzard does not offer support for any customized user interface modifications. Before speaking to a Game Master in-game, please be sure to uninstall any User Interface modifications...
